This report summarizes results, conclusions, and recommendations from the three system-specific studies, presents a common understanding of the seismic response and collapse performance of short-period buildings, and describes the resolution of the short-period building seismic performance paradox. This report also presents a national relationship, represented by “collapse surfaces,” between short-period building collapse performance and key building response properties, such as strength and displacement capacity.
